Garff commissioners say they won't support a planning application for new windows at Laxey flour mill.
Laxey Glen Mills has applied for retrospective permission to install PVC windows and doors at its site office.
But at a meeting, local authority members said the building is in a conservation area.
The board agreed it wouldn't support the application.
