Onchan Commissioners say they want to borrow £200,000 to make improvements to a commercial centre.
They've asked for permission from the Department of Infrastructure to borrow the cash.
The local authority says it wants to refurbish and repair Elm Tree House.
If the application is approved, the board says it would repay the money over 30 years.
