Citywing's liquidator says it could be months before passengers get their money back from the firm.
In a statement, on the company's Facebook page, Craig Mitchell says he won't be able to transfer bookings to other carriers.
But he says he plans to give all creditors and passengers an opportunity to file a claim against the company.
Mr Mitchell says people will be able to download proof of debt forms from the Citywing website at a future date.
The company, which owes £1.88 million to creditors, was shut down last month and Mr Mitchell was appointed as liquidator at a creditor's meeting.
He says because of the 'specific complexities' of the case, he can't say when any claims will be paid but will be keeping people up to date with announcements in local media.
And he's advising passengers to try to reclaim fares from their banks, credit card companies or travel insurance because it may be much quicker than waiting for the liquidation to take place.
