The chief minister says there's up to a one in four chance of another pandemic sweeping the world in the next five years.
This week, Tynwald will discuss a report into the government's response to an independent review of its handling of Covid.
In it, Alf Cannan says six recommendations stand out as urgent because of the chance of another similar outbreak.
But he adds the government's already accepted all 31 findings of the report and will act on them.
