The chief minister says there's up to a one in four chance of another pandemic sweeping the world in the next five years.

In it, Alf Cannan says six recommendations stand out as urgent because of the chance of another similar outbreak.
But he adds the government's already accepted all 31 findings of the report and will act on them.
