Chief Minister Alf Cannan says he wants to cut the Island's greenhouse gas emissions by 35 per cent in just eight years.
Earlier in Tynwald, he unveiled an economic plan for the Isle of Man which will unfold over the next decade and a half.
He wants 100,000 people to live here by 2037, and produce £10 billion in GDP by 2032 - creating 5,000 new jobs.
Mr Cannan says he also wants to bring in an extra £200m of tax the government can spend on services.
