The Chief Minister says the government hasn't failed to support international law by staying quiet about the war in Gaza.
The Island's Green Party sent a letter to Alf Cannan calling for him to urge the UK to act, after a statement by Jersey's chief minister last month.
In his response, Mr Cannan says as a Crown Dependency, the Isle of Man can't have its own foreign policy independent of the UK.
He also says Tynwald debated the war last April and condemned the killing of civilians.
