Treasury Minister Alex Allinson says the public's views on a new health tax will mean it can be brought in properly.
A public consultation's currently being held on an NHS Levy to pay for healthcare on the Island.
Dr Allinson says listening to views means the levy -which he describes as a complex undertaking - will be proportionate and progressive.
