Mark Cavendish has had to pick his way through traffic on public roads to finish today's stage at the Tour Down Under in Australia.
After a crash yesterday, he couldn't keep up with the pace today, and was affected when police reopened roads once the main peloton had passed.
Organisers say such a situation has never happened before.
An emergency meeting will be called to find out why the green light vehicle, which normally sits behind the last rider at the back of the race convoy, had moved ahead of Cavendish.
Cavendish eventually trailed home 12 minutes behind the stage winner.
