The Department of Social Care says it needs to be more transparent about care services on the Island.
A new framework is being put into place which will look at how adults can access help and how they are charged for it.
It's designed to make the process fairer for those in need.
Changes are likely to be implemented in November but the department has already said the Island won't see cuts to services on the same scale as the UK.
Assistant director of adult social services Cath Hayhow says this approach is something new:
