Enterprise Minister Tim Johnston says he supports the decision not to hold a rally event on closed roads in September.
In the House of Keys this week, he said his department had met organisers after the Department of Infrastructure said their application for the event hadn't contained enough details.
It's estimated the cancellation cost the Island around £750,000 in visitor spending.
Mr Johnston said despite a number of meetings with both sides, nothing could be worked out in time:
