Red tape and bureaucracy are being blamed for making it difficult to run a business on the Island.
Businessman David Dorricott, a company secretary, says he tried to enter his details onto the register of beneficial ownership - a new website set up by government.
When he tried to use the site it didn't work. He rang a government helpline and was told nobody knew when it would be fixed.
David says it's difficult enough for businesses without having to jump through hoops:
