The government's Area Plan for the North and West is set to go before Tynwald next month.
If approved by the Island's parliament, it will come into force in December.
Replacing the 1982 plan, it will set the standard which all planning applications will be judged against.
The final version comes after a public consultation on the draft plan earlier this year.
