Around 8,000 people on the Isle of Man have not come forward to be vaccinated.
The statistics were announced at a government press briefing yesterday.
The chief minister said, while vaccination remains a personal choice, he is concerned that thousands have not come forward.
The Isle of Man vaccination team has so far administered almost 125,000 jabs.
