Douglas Council says it has 57 empty rental properties - but more than half need work.
A report to the local authority's Housing and Property committee said 21 properties are active, while 36 need refurbishment before they can be let.
Meanwhile, a separate report to the Environmental Services Committee revealed there are 45 dilapidated or ruinous properties in the Island's capital.
Councillors say that represents less than a third of one per cent of buildings in Douglas.
