The government's spent just over £3 million on improving Douglas Promenade so far, before any major work is carried out.
Infrastructure Minister Ray Harmer gave the figure in Tynwald this week in response to a question from Ramsey MHK Lawrie Hooper.
Mr Harmer said professional fees to experts accounted for £861,000 of that total - and the figure didn't include the cost of roadworks due to start at the end of this week.
He said the figure included minor work carried out near the Sea Terminal, and revealed the factors that led to the total:
