Tynwald will be asked to consider backing a motion from Ramsey MHK Lawrie Hooper during its July sitting.
He's due to put a motion before members calling for income tax relief for the costs of further and higher education, as well as pre-school and nursery fees.
If the motion is approved, Treasury would include the measures in next year's budget.
