A company's applied for planning permission to convert the top two floors of the former Dumbells and Natwest Bank on Prospect Hill into two apartments.
Clementine Properties of Atholl Street says the ground floor of the building has permission to be converted into a wine bar or coffee shop.
But under new proposals, the second and third floors would have windows replaced as part of a conversion to residential use.
