Jeroen Wats says he'll focus on supporting a strong local economy and affordable sustainable energy for the future.
The Castletown resident is the founder of ExoTechnologies, a company which deals in eco-friendly materials.
This year's ballot is set to be held on Thursday, September 24.
Other candidates running in the constituency include Kirrie Jenkins and Mark Firth.
