A commissioner says new charges at the Southern Civic Amenity Site should have been publicised in advance.
Norman McGregor Edwards told a meeting of Port St Mary Commissioners a reduction in the amount of waste residents could drop off was introduced in February.
A site will only allow 100 kilos a month to be left - previously the figure was 100 kilos a week.
Mr Edwards, who represents the local authority on the joint committee, says in hindsight it would've been sensible to publicise the change beforehand.
