The lifts in Shaws Brow car park are currently out of service due to 'continued vandalism and resultant damage.'
That's according to Douglas Council, who says access is still available to all levels by stairs.
The public/pay parking levels have access points off Church Street on Level 3 and the main exit on Level 4.
The council apologises for any inconvenience and thanks the public for understanding.
