That's according to a government committee on population rebalancing, whose report will go before Tynwald next month.
One of the recommendations is that Shared Parental Leave should be introduced at the earliest opportunity to ensure a balance between working and raising a child or children.
The committee says respondents to its questionnaire supported its view that shared leave is needed.
