The licenses have to be renewed every three years, and this year's deadline for all those holding certificates is April 1.
But although 1,000 forms have been sent out, officers say the return rate has been extremely poor.
Inspector Derek Flint says anyone who doesn't renew their license will be in unlawful possession of a gun - a serious criminal offence.
He's urging people to return the forms as soon as possible and to contact police headquarters if they need help or advice.
