Douglas Council will have to carry out more consultation with businesses before it's allowed to close North Quay for food markets over winter.
A report to the council's Regeneration and Community Committee is due to be considered by councillors at a meeting on Wednesday.
The local authority has already obtained a road closure for this year but the committee says the next step is to gain a permanent traffic regulation order to close the quay every other Saturday for the North Quay Foodies Market.
However, the Department of Infrastructure has told the local authority it needs to consult businesses and residents.
