It's too "complicated" to provide figures for the number of public service staff who are working on zero-hour contracts.
That's despite a request from Onchan MHK Peter Karran who asked for the statistics in the House of Keys earlier this week:
He has concerns the employment practice could be creating an "underclass" adding that unions have also expressed their worries.
