Infrastructure Minister Tim Crookall says the bypass in Ballasalla has no end date.
MHK for Douglas North John Wannenburgh asked what the completion date for the project would be in a question for written answer.
In his reply, Mr Crookall said that the bypass is not a government project.
He also said the developer will complete the works in their own time and budget.
