The Treasury says it won't release details about possible changes to the Island's legal system.
A freedom of information request asked for details about a public defence unit which would represent those accused of crimes in court.
However, the department says it wouldn't be in the public interest to release the info, as it might affect the policy in future.
In its response, the Treasury added making the information public could inhibit or delay policy development.
