More than one in three petitions presented on Tynwald Day this year have been ruled out of order.
A report on the petitions for redress of grievance from the Standing Orders Committee of Tynwald will be laid before the court during its October sitting.
It says Peel's Trevor Cowin presented 11 petitions this year - but nine were out of order.
And Ramsey Commissioner and Douglas Councillor Arwid Hall's petition about simplifying government procurement was ruled out of order because he asked someone to present it on his behalf without permission.
