Minister without Portfolio Tim Crookall says he has identified £800,000 of possible government savings.
This week he faced questions in the House of Keys from Ramsey MHK Lawrie Hooper, who criticised the figure as 'small' given the government's total budget is £1.3 billion.
Mr Crookall didn't reveal any specific cuts or figures, but explained the minimum he hopes to cut over the next five years.
He says £10 million in digital efficiences would be achieved through moves such as overhauling the government website.
