Businesses on the Island need to be given more help and support to train local people for job vacancies.
That's the message from Onchan MHK Peter Karran who says he's concerned that too many work permits are being issued - particularly in the IT sector.
In Tynwald this week he will ask the Department of Economic Development how many people have a work permit.
It's one of four questions he has for oral answer - Mr Karran says he thinks government needs to be more "vigilant":
