The government says its major incident response will remain in place until at least 3pm.
It says the red weather warning is due to downgrade to amber from 2pm, but dozens of roads are still blocked and the emergency services are still stretched.
Bus services were due to resume from 2pm, however that won't now happen and Bus Vannin will review the situation at around 4pm.
On Facebook, the government says people should stay at home and not travel unless absolutely necessary.
