The Chief Minister says he understands both sides of the argument with regards to new kitchen refurbishments for Douglas council houses.
Government lent Douglas Council £2.2 million for the refurbishment project, with it to be paid back over 15 years.
The scheme has been met with derision from the public who are questioning the timing of the costly project.
