Garff MHK Martyn Perkins will ask members for leave to introduce a private member's bill to make the system opt-out rather than opt-in.
Also up for discussion today are 10 questions for oral answer and another four for written response.
MHKs will also consider new customs and excise laws requiring Treasury to keep records of cash seized and report annually to Tynwald.
