Health posts rejected due to Island relocation

Front-line health staff are hard to come by because they don't want to move to the Isle of Man: 

 
That's the chief executive of the Department of Health and Social Care - he says that although temporary and agency workers are expensive they fill a gap in expertise. 
 
It's suggested that full-time on-Island staff roles are available but prospective employees don't want to relocate here. 
 
In May last year the cost of employing locums stood at £5.8 million - Malcolm Couch says if he could fix the problem he would happily do so:
