Police say just three cyclists have been fined by courts for criminal offences in the past three years.
A freedom of information request asked for the details of riders who'd been given fixed penalty notices or taken to court since 2015.
In response, officers said no tickets had been issued to bike riders, but 11 had been summonsed to court over the past three years.
Of those, six had been given cautions, one issued with a warning and one more is still being dealt with.
