Flying an aircraft near Tynwald Hill next month could mean a £2,500 fine.
When Tynwald sits this month, Enterprise Minister Laurence Skelly will ask members to support regulations for Tynwald Day.
The rules would see airspace above St Johns cleared during the National Day celebrations on July 5.
Under the proposals, only aircraft with special permission from the department would be allowed within two miles of the event.
