The Children Bill would have statutory status to the Safeguarding Children Board, an independent Children’s Commissioner would have also been appointed to promote and safeguard the rights of children.
When it went out for consultation last spring there were 76 responses.
Over three quarters of the responses were opposed to the idea.
Many were concerned that the proposals echoed that of an existing English model that is currently deemed to be failing.
