He'll use this months sitting of Tynwald to implore the Council of Ministers to work up a strategy that could see this achieved in time for next years summer season.
A survey conducted after this years TT showed that 98% of those questioned thought the Isle of Man had met, or exceeded their expectations.
He's asked that the report is returned for consideration by 1st February next year.
