The Department of Health and Social Care is commissioning a rapid review of bed capacity at Noble's Hospital.
Health Minister Claire Christian says it follows discussions with the Medical Staffing Committee.
She added the independent review will show whether steps being taken by Manx Care to address bed capacity problems are working.
Future plans include returning the Martin Ward, radiology and the Minor Injuries Unit to Ramsey Cottage Hospital - freeing up space at Noble's.
