The Department of Environment, Food and Agriculture says it doesn't have any approved databases for microchipped dogs.
A Freedom of Information request asked how DEFA makes sure databases containing the details of dogs and their owners is kept securely.
Regulations dating back to 2018 say DEFA can approve databases of microchipped pets.
But in its response, the department says it currently hasn't approved or endorsed any such system.
