The Department of Environment, Food and Agriculture says it won't release an environmental impact report into a proposed windfarm site.
A Freedom of Information request to the department asked for the report into Earystane and Scard.
However, DEFA says the information is exempt and refused to provide, adding the report is due to be published next year by Manx Utilities.
And it added releasing it early would impact the tendering process and likely raise concerns in the wider public arena.
