Planning application has been sought to build the homes, retail units and a public house at Poylldooey Fields in Ramsey.
Blythe Church Investments Ltd has applied to initially build 78 new homes, a park and a new road system.
Its' application also includes 12 commercial spaces, seven kiosks and one riverside pub.
