LJW Enterprise of Summerhill Road in Onchan says it wants to transform the Snakepit on Lord Street.
As well as an indoor staffed reception there'd be two changing rooms, lockers, showers, toilets, saunas and ice baths.
The company, which hopes to lease the site, says it's currently underused but in a good position to appeal to office staff nearby.
