The Southern Civic Amenity Site Board has defended itself after criticism over changes to its fair use policy.
Households had been able to leave 100 kilos of waste a week - roughly four wheelie bins' worth - but the board now says the limit is 100 kilos a month.
It says the old limit meant people could leave 5.2 tonnes of rubbish a year - costing £700 at the Energy from Waste plant.
And it adds people who visit regularly to leave recycling, hedge trimmings or grass cuttings shouldn't be affected.
