The Chief Minister says the Isle of Man must be in a position to respond to external threats that could be presented this year.
Allan Bell has delivered his ‘state of the nation’ speech - which highlighted a number of factors of concern.
Among these is the impact of the Vickers Report on the banking sector, the future of the UK’s relationship with Europe and the referendum on Scottish Independence.
