The Chief Minister says he is hopeful that the Douglas regeneration works will make the town a more attractive prospect to potential investors.
Allan Bell has been a long standing critic of the state of the town centre, saying its condition has been a factor for driving away business.
2014 will be the year the capital sees the most significant improvements in recent memory.
