It will be presented to the Manx cycling sensation, who has won 15 stages of the Tour De France, by the Mayor of Douglas.
Others to have to have Honorary Freemen of the Borough are Sir Winston Churchill, Sir Norman Wisdom and the Bee Gees.
The ceremony will be at Douglas town hall on the 14th April.
