10 Tynwald members voted against the government's budget today.
A short time ago, Treasury Minister Chris Thomas moved the spending and taxation plans after more than six hours of debate.
In the House of Keys, 16 voted for the proposals, while eight voted against.
Five Legislative Council members gave Mr Thomas their backing, while two opposed his budget.
