Retired teacher Paul Craine has a degree in population and taxation - he now spends his time researching and has written a book on population statistics.
According to Paul although the Island has been experiencing growth for the last 30 years - evidence now shows there's been a recent decline in numbers.
It comes at a time where there's been much discussion about our aging population and the need for more workers to come to the Island.
He says he believes we need a clear and well thought through population policy:
The meeting will be held at 7.30pm on Monday at the Manx Legion Club.
