The government has around 142 unfilled posts in the latest figures available, according to Cabinet Office Minister David Ashford.
He faced a question for written response from Onchan MHK Julie Edge about the government's headcount, vacancies and recruitment in the 12 months to last September.
Mr Ashford said at the end of that month, there were just over 1,129 full-time equivalent workers but 1,270 positions.
But he added vacancy data may not be accurate and departmental chief officers are checking the statistics.
