Commissioners in Arbory and Rushen are considering a potential merger between the two authorities.
Officials from both are contacting residents in their respective areas over plans to make administrative changes which they hope will lead to improved services.
The options being explored are a merged administration - where one authority would provide under contract to the other - or a full merger which would see a new legal entity created made up of two separate wards.
People living in those communities are now being asked for their thoughts on the matter which can be sent to the clerk of either authority via letter or e-mail.
